Something seen on a pole

I took this photo on Sulliavns Quay yesterday morning on the way to work (with my new phone) and I am still trying to figure out what it is about. It is on the pole by Nano Nagle Bridge. Anyone have any ideas?

    I think the more pressing issue is why are tourists are being directed into the Lee for information?

    oh my god, that makes soooo much sense now! there’s one on sign post by big black ucc gates, was looking at it while canvassing wondering what the hell had happened!!!!!
